The Maryland-National Capital Park and Planning Commission is composed of 10 members. Five are appointed by each county (Prince George's and Montgomery), and function as that county's Planning Board. Under the rules of procedure, the chairmanship and vice chairmanship of the full Commission rotate annually between the two Planning Board chairs.

In Prince George's County, commissioners are appointed by the County Executive and confirmed by the County Council. The commissioners serve overlapping four-year terms, and no more than three members of either Planning Board may be affiliated with the same political party.

The Planning Boards meet separately at least once a week to handle planning, zoning, subdivision, park, and (in Prince George's County) recreation matters.
