Draft Plan Recommendations Part I

Land & Watershed Planning

  1. Acknowledge and apply the overarching principles of sustainability to land planning policies and practices.
  2. Evaluate Prince George’s County’s consumption of water resources through the activities employed on the land acknowledging that resource depletion must be relative to the rate at which the resource can be replenished.
  3. Recognize the value and importance of establishing, preserving, and maintaining conservation areas and easements for water resource protection.
  4. Champion Smart Growth principles for growth and redevelopment through targeted incentive and disincentive programs that recognize land preservation goals, short and long term financial burdens associated with infrastructure expansion, the consumptive nature of sprawl, and the creation of cohesive, sustainable, walkable communities.
  5. Employ sustainable land use practices that result in conservation of valuable natural resources, preservation of social well-being, and maintenance of an economic structure based on balanced growth.
  6. Establish conservation land and development growth areas relative to the overall carrying capacity of the watershed and respectful of sensitive environmental features and existing infrastructure systems to ensure the long term sustainability of the county.
  7. Develop ecosystem- and science-based watershed management plans that provide a clear identification of the source, impact and consequence of existing pollution problems as well as strategies to mitigate these problems and avert future problems.

Drinking Water & Wastewater

  1. Strive to maintain and improve water and wastewater infrastructure systems to sustain public, environmental, and economic health.
  2. Strategize and fund methods to prevent sewage overflows resulting from storm events, human error and/or systems failures.
  3. Establish and maintain quality standards and source water protection controls for public and private drinking water.
  4. Protect and recharge source water resources including reservoirs, rivers, streams, wetlands, groundwater, and aquifers to assure a sustained supply of quality drinking water.
  5. Identify and incorporate water conservation and wastewater management strategies to address both supply and demand.
  6. Guarantee appropriate and progressive technology is incorporated at wastewater treatment facilities to reduce net pollution while allowing for planned growth.
  7. Establish standards to capture and treat wastewater intended for grey water reuse for nonpotable uses including; industry, commerce, agriculture, and irrigation.
  8. Adopt a Stewardship Education and Outreach Program that promotes and supports standards for residential, commercial, and institutional practices that reduce water use, reuse and recycling wastewater for nonpotable uses.
