On Monday, February 23, 2015, the District Council held a work session to review testimony and the Planning Board's recommendations regarding the 11 proposed amendments subject to the public hearing held on January 13, 2015. The council directed staff to prepare a resolution to approve the College Park-Riverdale Park Transit District Development Plan and its associated Transit District Overlay Zoning Map Amendment.

Prince George's County is growing in a direction that promotes transit-oriented development (TOD), particularly near and around the county's targeted centers and Metro stations. TOD encourages walkable, bikeable, compact development close to transit assets (typically a 1/4 - to 1/2-mile radius). To bring TOD planning into conformance with modern approaches and county guidance and to capitalize on new and emerging development opportunities, the Prince George's County Council directed The Maryland-National Capital Park and Planning Commission to update the 1997 Approved Transit District Development Plan for the College Park-Riverdale Transit District Overlay Zone. The updated Transit District Development Plan (TDDP) will establish development requirements and set forth guidelines based on specified goals, objectives, and policy recommendations. This update will help guide future land use and transit-oriented growth within the transit district and will also consist of a Transit District Overlay Zoning Map Amendment (TDOZMA).
About the Project
The transit district contains approximately 293 acres of land and is split nearly in half by municipalities, with its northern portion located in the City of College Park and its southern portion located within the Town of Riverdale Park. Feedback from the project's first Community Listening Session held on Thursday, May 9, 2013, and ongoing stakeholder discussions with the 2 municipalities and the County Council informed the final boundary.
Several key initiatives are expected to play a major role in the future growth of the project area, including the proposed Purple Line, the University of Maryland M Square Research Park, and proposed development of the Cafritz Property to name a few. Additionally, major federal and affiliated entities have located within the transit district since 1997, including the Food and Drug Administration, Intelligence Advanced Research Projects Activity, National Foreign Language Center, and NOAA Center for Weather and Climate Prediction. The transit district features a mix of commercial, research and development, federal facilities, light industrial, and recreation uses anchored by the College Park/UMD Metro Station, College Park Aviation Museum, the Northeast Branch Stream Valley Park, the Tennis Center at College Park, Wells-Linson Ice Rink and Outdoor Pool Complex, and the University of Maryland M Square Research Park. Greenbelt National Park is immediately to the northeast, and the East Campus portion of the University of Maryland, College Park campus is also nearby to the northwest. The transit district is also adjoined to the west by two National Register historic districts, Calvert Hills, and Old Town College Park, and to the south by a third, the Riverdale Park National Register historic district. With so many amenities nearby, the transit district has the potential to become a major employment center for Prince George's County.
The framework for this plan will focus on promoting transit-supporting, mixed-use, pedestrian-friendly growth within the transit district, while capitalizing on public investment in the existing transportation systems.
